5G Frequency Allocation

In the final meeting of the outgoing year, the Russian State Commission on Radio Frequencies (SCRF) allocated radio frequency bands to create pilot zones of fifth generation communication networks (5G).

SCRF identified the radio frequencies 4,800–4,990 MHz and 27.1–27.5 GHz, for the deployment of pilot zones of 5G communication networks. The deployment zones include Derbent, Yekaterinburg, Kazan, Kaliningrad, Kemerovo, Krasnodar, Moscow, Murmansk, St. Petersburg, Sochi, Tomsk, Ulyanovsk, and the Republic of Tatarstan.

Any organization interested can apply for fifth generation testing technology pilot spectrum permits. It is necessary to obtain results of an electromagnetic compatibility test and submit the results to SCRF, no later than July 1, 2019.

Changes to LTE Band Usage

The commission also made changes on the use of radio frequency bands in the 450 MHz LTE band. The changes prohibit the renewal of existing permits and the assignment of new radio frequencies in the bands 457.4–457.9 MHz and 467.4–467.9 MHz. These measures aim to increase the availability of the LTE standard channel width in this range, which will provide additional opportunities for the rapid development of communication networks of radio technologies.

Changes to Short-Range Device Usage

The commission also made changes to the decision of the SCRF dated May 7, 2007, which regulates the use of short-range devices in the Russian Federation. Base stations of communication networks used for the collection and processing of telematic information in the range of 868 MHz should now be registered, and the networks themselves should be registered prior to being put into operation. Additionally, from December 1, 2020, the construction of such communication networks must be done using base stations produced in the Russian Federation. However, this requirement does not apply to base stations registered prior to the specified date.
