Understanding FCC's Supplier's Declaration of Conformity (SDoC)

The United States Federal Communications Commission launched a new Supplier's Declaration of Conformity (SDoC) last year. This is a new process which combines the previous two self-approval equipment authorization procedures into one.

Previous equipment authorization process (Prior to November 2, 2017):

Self-approval
Verification (Section 2.902 47 CFR - obsolete) Procedure by which the manufacturer makes measurements or takes the necessary steps to ensure that the equipment complies with the appropriate technical standards.
Declaration of Conformity (Section 2.906 47 CFR - modified) Procedure by which the responsible party makes measurements or takes other necessary steps to ensure that the equipment complies with the appropriate technical standards. Devices must be tested by an accredited test laboratory.
Certification
Certification (Section 2.907 47 CFR - no change) Certification is an equipment authorization issued by the Commission or by a designated Telecommunications Certification Body (TCB) based on representations and test data submitted by the applicant.

New equipment authorization process (Post November 2, 2017):

Self-approval
Supplier's Declaration of Conformity (Section 2.906 47 CFR) Procedure by which the party responsible (must be in US) for compliance ensures that the equipment complies with the appropriate technical standards.
Certification
Certification (Section 2.907 47 CFR) Certification is an equipment authorization issued by the Commission or by a designated Telecommunications Certification Body (TCB) based on representations and test data submitted by the applicant.

Unless otherwise stated in a rule, all intential radiators (transmitter) is required to be approved using the certification procedure, and all unintential radiators (digital circuitry) are to be approved using the SDoC procedure.
