Regulatory Updates for Wireless Devices Operating in Close Proximity to the Body

The Ministry of Internal Affairs and Communications of Japan has released partial amendments of regulations for radio equipment operating above 6 Ghz.

The proposed date of entry into force is April of 2019.

The objective of this amendment is to enable the use of wireless devices (> 6 GHz) for operation in close proximity to the human body.

  • The exposure limit value of incident power density from the radio equipment will be established in accordance with Draft ICNIRP Guidelines "Guidelines for limiting exposure to time-varying electric, magnetic and electromagnetic fields (100 kHz TO 300 GHz)" (July 2018)

  • The method of measuring the incident power from the radio equipment is in accordance with IEC TR 63170 Ed. 1.0, "Measurement procedure for the evaluation of power density related to human exposure to radio frequency fields from wireless communication devices operating between 6 GHz and 100 GHz" (August 2018)

The following will be established by MIC and applied to all radio equipment operating in close proximity to the human body:

  1. Ordinance for the Regulation of Radio Equipment:

  2. Frequency Range Limit of Incident Power Density Measured in General Public Environment (Average over 6 Minutes)
    6 GHz - 30 GHz 2 mW/cm2 (averaged over a 4 cm2)
    30 GHz - 300 GHz 2 mW/cm2 (averaged over a 4 cm2)

  3. Ordinance for Certification of Radio Equipment:
  4. MIC requires the radio equipment to pass the incidental power density measurement test item in order to certify its conformity to technical regulations.

  5. Equipment Outside of the Scope:

  6. Frequency Range Antenna Power Limit Measured in General Public Environment (Averaged Over 6 Minutes)
    6 GHz - 30 GHz 8 mW
    30 GHz - 300 GHz 2 mW

  7. Measurement Method:
    MIC will provide the method of measuring the incident power density at the human body and head.
