Conformity Assessment System for Restricted Use of Hazardous Substances in Electronic Products

The Ministry of Industry and Information Technology of China issues the implementation arrangements of the conformity assessment system for restricted use of hazardous substances (RoHS) in electrical/electronic products.

Certification

The conformity assessment system for the restriction of the use of hazardous substances in electrical and electronic products through a third-party certification body ensures compliance with the relevant standards and technical specifications for the use of hazardous substances, and are uniformly implemented and regulated by the China.

Certification bodies must meet the basic requirements of the “Administrative Measures for Certification Bodies”, meet the relevant requirements of GB/T 27065 “Conformity for Certification and Evaluation of Products, Processes and Services”, and RB/T 242 “Requirements for Green Product Certification Institutions”, and have engaged in Restriction of hazardous substances in electrical and electronic products The ability to use inspection and testing techniques related to certification activities.

Self-Declaration

Suppliers must still complete product conformity evaluation, then submit the conformity information of the corresponding product in accordance with the “Conditions for the Declaration of Conformity of Suppliers for Restriction of Hazardous Substances in Electrical and Electronic Products”

The supplier is responsible for the truthfulness, completeness, and consistency of the self-declaration and related technical supporting documents.

The market surveillance departments at all levels will supervise and manage the restricted use, conformity assessment activities, and results of hazardous substances in electrical and electronic products.

Violations against the voluntary promotion and self-declaration activities of China will result in penalties in accordance with laws and regulations. This information will be made publically available through the national public service platform.

These methods of compliance with the RoHS standard in China will be effective as of November 1st, 2019.
