Guidance 2902/BTTTT-KHCN Issued on the Implementation of Circular 05/2019/TT-BTTTT

The Ministry of Information and Communication (MIC) of Vietnam provides guidance and clarification on the implementation of radio approval requirements.

The following are the key points set out in the requirements and guidance:

  • A CISPR 32:2015 test report issued by designated local testing laboratory or designated foreign testing laboratory recognized by MIC under mutual recognition agreement (MRA) can take the place of the QCVN 118:2018/BTTTT report.
  • Bluetooth, 2.4 GHz Zigbee and wireless products with output power less than 60 mW can be exempt upon confirmation.
  • Only test reports issued by a designated local test laboratory, or foreign test laboratory recognized by MIC under mutual recognition agreement (MRA) can be used for the declaration of conformity for lithium batteries.
  • For the importation of small quantities of laptops, tablets, and notebooks, importers may request that a test report issued by a foreign ISO/IEC 17025 accredited testing laboratory be accepted for declaration of conformity of lithium batteries in order to complete the Product Quality Inspection Registration (PQIR) procedure.
  • Declaration of conformity on test reports issued by foreign ISO/IEC 17025 accredited test lab, or datasheet can be used to cover test item under extreme test conditions.
  • Test report for DVB-T2 chassis/platform can be used for declaration of conformity for DVB-T2 smart TV.
  • For most marine transceiver and transmitter standards, reports issued by manufacturers or foreign ISO/IEC 17025 accredited test labs are acceptable for conformity certification and declaration of conformity.

Circular No. 05/2019/TT-BTTTT has been in effect as of September 1st, 2019.
