Safety Requirements and Test Methods for Electronic Devices Officially Approved

The National Standardization Advisory Committee of the Ministry of Economy (CCONNSE) of Mexico unanimously approved the Official Mexican Standard NOM-001-SCFI-2018.

This standard establishes the characteristics and safety requirements that electronic equipment manufactured, imported, commercialized, distributed or leased, in Mexico must meet.

The requirements set out in this standard is based on the following principles of safety:

  • Protection against electric shock
  • Protection against mechanical hazards
  • Protection against optical radiation
  • Protection against fires
  • Protection against thermal effects
  • Protection against biological and chemical effects

The field of application of this standard applies to electronic equipment and its accessories using public service electricity as its supply, with single-phase supply voltages up to 277 VAC at 60 Hz, and / or three-phase voltages up to 480 VAC between lines at 60 Hz.

Other power sources, such as batteries, batteries, accumulators, autogeneration and alternative power supplies up to 500 VDC are also covered in the scope of NOM-001-SCFI-2018.

Some examples of products subject to this standard as as follows:

  • Radio receivers of one or more commercial frequency bands and one or more carrier modulation modalities
  • Television screens of any technology
  • Video projectors, except those associated with a data processing equipment or system
  • Sound and / or vision amplifiers
  • Players and / or sound and image recorders of any technology such as cameras, dictation equipment, voice recorders, modular equipment, home theaters, and sound bars
  • Acoustic boxes with integrated amplifier
  • Remote controls
  • Converters and amplifiers of antenna signals
  • CCTV monitors and video monitors that are not associated with data processing equipment
  • Video games and video game generating devices that are attached to TV or monitors
  • Electronic toys
  • Professional electronic equipment
  • Active speakers, speakers and speakers
  • Alarm and video surveillance systems
  • Multimedia equipment, other than data processing equipment or directly associated with data processing equipment.

The following are excluded under this standard:

  • Wiring of the electrical installation of buildings
  • Devices that do not require power supply
  • Equipment intended for operation in special environments
  • Equipment intended to be used or installed on board ships or airplanes
  • Equipment within the scope of NOM-019-SCFI-1998 and NOM-016-SCFI-1993, or those that replace them
  • External power supplies for outdoor, power supplies for luminaires and those that exceed the limits established in the objective and field of application
  • Internal power or power sources
  • External power supplies greater than 250 W
  • Uninterruptible power supplies (UPS) of 10,000 VA and greater
  • Electronic devices that have to comply with another product specific Mexican Official Standard

This Official Mexican Standard does not include requirements on performance, functional aptitude, or specifications on the operating characteristics of electronic equipment.

The new standard replaces NOM-001-SCFI-1993 and will enter in force on June 15th, 2020.
