The Federal Security Service (FSS) of Russia and the Eurasian Customs Union establishes the list of products subject to FSS approval and notification, for import or sale.
FSS notification (FSB notification) is required for customs clearance for products using cryptography (encryption algorithms such as AES, RSA, WPA, use of APIs, or HDCP installed in HDMI ports).
These electronic products or electrical equipment containing or using encryption (cryptographic) capabilities will require an FSS notification or exemption for import into Russia or placed on the market within the Eurasian Customs Union.
The following types of equipment are allowed for import or sale provided the FSS notification:

It is necessary for the purposes of product categorization and identification, to use both the HS Code and the name/category/type of the product or equipment as guidance.
