Updates to the Requirements and Procedures for Suppliers Declaration of Conformity

The Federal Communications Commission (FCC) of the United States added an appendix to the declaration of conformity procedures listing rule parts containing SDoC requirements other than Part 15.

This update provides requirements for suppliers performing declaration of conformity for equipment operating as per rule parts 18, 73, 74, 80, 87, 90, and 101

* Licensees are responsible for compliance under Subpart Hβ€”RULES APPLICABLE TO ALL BROADCAST STATIONS subpart Β§73.1660 Acceptability of broadcast transmitters: AM, FM, or TV transmitter shall be approved for compliance with the requirements following the Supplier's Declaration of Conformity procedures described in subpart J of part 2 of this chapter.

** The type of license issued (LPFM or LPTV) will determine which equipment authorization procedure is required for the equipment used. For example, LPFM operators licensed up to 100 watts ERIP and LPTV licensed operators up to 15000 watts require certified transmitters to be used.

Part 80 - Stations in the Maritime Services
Subpart E — REMOTE PICKUP BROADCAST STATIONS§80.203 Authorization of transmitters for licensing.
(g) Manufacturers of ship earth station transmitters intended for use in the INMARSAT space segment are subject to Supplier's Declaration of Conformity
Subpart W β€” GLOBAL MARITIME DISTRESS AND SAFETY SYSTEM (GMDSS)Β§80.1103 Equipment authorization.
(a) All equipment specified in Β§80.1101 must be certified in accordance with subpart J of part 2 of this chapter specifically for GMDSS use, except for equipment used in the INMARSAT space segment which must be type-approved by INMARSAT and are subject to Supplier's Declaration of Conformity
(c) Applicants using Supplier's Declaration of Conformity must attest that the equipment complies with performance standards as specified in Β§80.1101
Part 87 - Aviation Services
Subpart D — TECHNICAL REQUIREMENTS§87.147 Authorization of equipment.
(e) Supplier's Declaration of Conformity for ELTs capable of operating on the frequency 406.0-406.1 MHz

(c) As part of its Supplier's Declaration of Conformity a 406.0-406.1 MHz ELT, the ELT must be certified by a test facility recognized by one of the COSPAS/SARSAT Partners
Part 90 - Private Land Mobile Radio Services
Subpart I — GENERAL TECHNICAL STANDARDS§90.203 Certification required.
(l) Ocean buoy and wildlife tracking transmitters operating in the band 40.66-40.70 MHz or 216-220 MHz under the provisions of Β§90.248 shall be authorized under Supplier's Declaration of Conformity
Part 101 - Fixed Microwave Services
Subpart C β€” TECHNICAL STANDARDS101.139 Authorization of transmitters.
(a) transmitters used in the private operational fixed and common carrier fixed point-to-point microwave and point-to-multipoint services must be approved for compliance under Supplier's Declaration of Conformity.

Responsible parties may apply for certification for devices otherwise subject only to SDoC.
