The Bureau of Standards, Metrology and Inspection (BSMI) of Taiwan proposed to regulate double-capped LED lamps to enhance consumer protection and promote energy efficiency.
The proposed regulation covers the Double-capped LED lamps under C.C.C. Code of 8539.50.00.00.3B.
The requirements include Safety, Performance, EMC, and Use of Hazardous Substances, with following related standards identified:
- Safety: CNS 15438, CNS 15829, CNS 15983 or CNS 62931
- Performance: CNS 16027
- EMC: CNS 14115
- Use of Hazardous Substances: CNS 15663
The applicable conformity assessment procedures can be either Registration of Product Certification Scheme (Module II+III) or Type-approved Batch Inspection Scheme.
Under the Registration of Product Certification Scheme (RPC), domestic manufacturers or importers must have their products type-tested by BSMI or BSMI-recognized testing laboratories and apply for product registration.
A conformity-to-type declaration shall be drawn up by the manufacturer or the authorized local representative. The certified product can use the Commodity Inspection Mark with the letter βRβ and an ID number issued by BSMI. Further inspection is not required during customs clearance. RPC certificate is valid for 3 years.
Under the Type-approved Batch Inspection Scheme (TABI), domestic manufacturers or importers also need to have their products type-tested by BSMI or BSMI-recognized testing laboratories and apply for Type Approval.
Batch inspection by BSMI is required each time when itβs imported. Inspected products can use the Commodity Inspection Mark with the letter βTβ and an ID number issued by BSMI. The type Approval certificate is valid for 3 years.
The proposed implementation date is Jan 1st, 2022.
