ITS RSS-247 Sets Standards

On May 2023, Innovation, Science, and Economic Development Canada, ISED replaced RSS-252, issue 1, Intelligent Transportation Systems - Dedicated Short Range Communications (DSRC) - OnBoard Unit to Radio Standards Specification RSS-252, issue 2, Intelligent Transportation Systems’ (ITS) On-Board Units (OBUs) in the 5895-5925 MHz Band. This standard sets out the requirements for equipment certification of license-exempt Cellular Vehicle-to-Everything (C-V2X) radio apparatuses operating in the 5895-5925 MHz Band, associated with the publication of SMSE 012-22 Decision on the Technical and Policy Framework for Radio Local Area Network Devices in the 5850-5895 MHz Band and for Intelligent Transportation Systems in the 5895-5925 MHz Band.

Here is a quick view of the radio transmitter technical requirements. The measurement method that needs to be referenced within performing tests is ANSI C63.26, American National Standard for Compliance Testing of Transmitters Used in Licensed Radio Services. The average equivalent isotropic radiated power (e.i.r.p.) for C-V2X OBU transmitters can not exceed 2W or 33 dBm.

There are four ranges of unacceptable unwanted emissions. All average conducted power measured at the antenna input shall not exceed:

  • -29 dBm/100 kHz at the band edges 5895 MHz and 5925 MHz up to 1 MHz above or below the band edges.
  • -35 dBm/100 kHz at 1 MHz above or below the band edges up to the 10 MHz above or below the band edges.
  • -43 dBm/100 kHz at 10 MHz above or below the band edges up to 20 MHz above or below the band.
  • -53 dBm/100 kHz at 20 MHz above or below the band edges.
