Guideline For Utilizing US and CE Test Standards for 2.4GHz, 5.2 GHz, and 6GHz Technology

Since March 2022, the Ministry of Internal Affairs and Communications (MIC) has held the “Study Group on the Use of the Test Data Based on the US and European Standards for Wireless LAN Systems” multiple times to take into account new demands for the use of the US and European Standards-based test data for certification of wireless LAN Devices by Registered Certification Bodies. In this study, the direction of review of technical standards and test methods for 2.4 GHz wireless LAN devices was discussed in depth. On March 2023, a report review the results of the review of technical standards for 2.4GHz wireless LAN devices, 5.2 GHz Band, and 6 GHz Band Wireless LAN Devices Working Group, Land Wireless Communication Committee, Information and Communications Council.

Findings indicate that it’s appropriate to continue the use of the US and European Standards-based test data for 2.4 GHz band wireless LAN Devices, if such tests had been done according to any test method equivalent to, or better than, that of Japan and the result could be converted, and to p proceed with amendment of the Ministerial Ordinance specifying the technical standards, the Ministerial Notices. Specifying the method for characteristics test, etc. by MIC. The report also notes that a guideline for use of data form US and European Standards-based test data of 2.4 GHz wireless LAN devices should be prepared to avoid variation amongst the RCB Council and to. Specify the standard to ensure the quality (e.g. requirements for calibration, test methods), items to be checked, specific check points, etc. through discussions in RCB Council, etc.

The purpose of the guideline is to present a common viewpoint on what is acceptable and non-acceptable in terms of US and EU Standards test data for each characteristic test item of 2.4GHz band wireless LAN and similar technologies, based not eh discussions and materials of the Study Group and AD Hoc Group, to avoid massive differences among RCB Council for the following two purposes. Clarification of the items and conditions of the US and European Standards test data required to confirm that the test was conducted by the test method equivalent or superior to the method indicated in the public notices, regarding the items for which the US and European Standards test data can be accepted. Private certification also had items and conditions of test data clarify what is required to confirm that the test was conducted by a testing method that is equivalent or superior to the method indicated in the public notices, regarding the items for which test data for private certifications can be utilized.
