Japan Partial Amendments Establishes Emergency Communications

Japan has mandated a partial amendment of Regulations for Terminal Facilities. Internet protocol mobile telephone terminals, etc, and conditions of those terminals that are extremely unreasonable to comply with the provisions of Regulations for Terminal Facilities. Electrical conditions for fixed telephone terminals and private leased circuit terminal facilities, etc. The main reasons for amendments are that these new regulations will enable mobile phone users to implement inter carrier roaming by temporary connecting with other networks provided by different suppliers than the networks which they normally use, in emergencies such as natural disasters or telecommunications failures.

Quick outline of the amendments of the following regulations that will be established, which are applied to terminal facilities connected to telecommunications circuit facilities. First, the regulation for terminal facilities now requires the functions for a new internet protocol mobile telephone terminals are specified. The public notice, Specifications of functions based on Article 32-24-2 of Regulations for Terminal Facilities, further describes the details of new functions. Internet protocol mobile telephone terminals, etc, and conditions of those terminals that are extremely unreasonable to comply with the provisions of Regulations for Terminal Facilities. The notice provides the conditions for companies that are not required to adopt the previously mentioned functions. Specifications were made on the required functions for data communications terminals using LTE were added. Regulations for Telecommunications facilities for telecommunications business provides some exceptions for he functions that business telecommunications facilities for mobile phones should be equipped with. This is based on technically unavoidable restrictions when inter carrier roaming is conducted in an emergency.

The proposed date of entry into force would be October 1st, 2025.
