Canada ISED SAR Compliance Under RSS-102.SAR.MEAS Issue 2 Mandatory

ISED has announced that starting February 15, 2026, all wireless products being manufactured, imported, marketed, or sold in Canada must comply with the updated requirements outlined in RSS-102.SAR.MEAS Issue 2. This marks the end of the six-month transition period following the publication of the new standard.

What Manufacturers Need to Know

Products previously certified under RSS-102.SAR.MEAS Issue 1 may continue to be sold only if they meet the updated testing and compliance requirements from Issue 2. This applies to all products, regardless of when a TAS (Time-Averaged SAR) algorithm was originally approved.

Manufacturers must ensure that their devices meet all applicable test cases, particularly those outlined in Annex G of the updated standard. Even if an algorithm was approved before the new standard was released, full compliance with Issue 2 is still required.

Does Your Product Require Re-Certification?

- If your product meets Issue 2 requirements without needing software, firmware, or hardware changes: You do not need to refile with ISED. However, you must update the test report(s) with the new required test cases and retain them in your internal compliance files.

- If your product requires any modification to meet Issue 2: A Class 3 Permissive Change is required to update the certification. This includes resubmitting the product for certification to reflect those changes.

Next Steps

Manufacturers should review their existing product lines and ensure all affected devices meet RSS-102.SAR.MEAS Issue 2 standards before the February 2026 deadline.
