MCMC Releases Updated Technical Code for Land Mobile Radio Equipment

On June 26 2025, the Malaysian Communications and Multimedia Commission (MCMC) officially released a revised technical code for Land Mobile Radio (LMR) equipment certification. The updated document, titled Land Mobile Radio Equipment – Specifications (Second Revision), is registered under reference MCMC MTSFB TC T012:2025. This technical code is now available for download from the MCMC website under the Technical Regulation – Register of Technical Codes section.

Implementation Timeline

To ease the transition, MCMC has granted a six-month grace period starting from June 26 2025 to December 26 2025. Full enforcement of the revised requirements will begin on December 27 2025.

Key Changes in the Revised Code

The revised technical code introduces important changes, including:

• Updated UHF frequency range for conventional two-way radios: 400–450 MHz
• Revised channel spacing allocations for both UHF and VHF bands

Requirements During the Grace Period

During the grace period (June 26 – December 26 2025), MCMC will apply the following policies:

• New Applications: Submissions based on the previous version will be accepted and may receive a Certificate of Conformity (CoC) with a validity of up to one (1) year.
• Renewal Applications: Renewals under the previous version will also be allowed but limited to a one-year validity.

Applicants are encouraged to align with the new technical code during this period to ensure a smooth certification process moving forward.

Requirements After Grace Period

• New Applications: From December 27 2025, all new certification requests must comply with MCMC MTSFB TC T012:2025.
• Existing Approvals: Current CoCs will remain valid until expiry. Upon renewal, compliance with the revised code will be mandatory.

Specific Certification Scenarios

MCMC has outlined two specific cases regarding frequency range and channel spacing compliance:

Scenario 1: Product specs exceed Malaysia’s limits, but test report complies

• A declaration must confirm default settings align with Malaysian regulations and are non-adjustable by the end user.
• All submitted and distributed documentation must clearly reflect these limitations.

Scenario 2: Product specs and test report do not comply with Malaysian limits

• Applicants must demonstrate compliance using one of the following:
  • Conduct a Verification Test at SIRIM RFEMC Testing Lab, or
  • Provide a live demo showing configuration settings in line with Malaysian requirements
• All certification documents and end-user materials must reflect compliant configurations.

Mandatory Interoperability Testing

The revised technical code introduces a requirement for interoperability testing. Applicants must perform connectivity demonstrations under the following conditions:

• Service Providers: May use their own network infrastructure for the test.
• Importers: Must coordinate with the assigned officer to explore local testing options.
• For devices supporting both LMR and cellular, interoperability must be proven independently for each network type.
