ANATEL Confirms FDD Band 2 (1880–1920 MHz) Prohibition for All Cellular Devices

On August 20, 2025, ANATEL released Ofício nº 246/2025/ORCN/SOR-ANATEL, providing updated guidance on the use of the 1880–1920 MHz range. The agency reaffirmed that this band is reserved exclusively for TDD operation under Resolução nº 773/2025 and may not be used for FDD systems under any circumstances.

Key points for manufacturers and certification applicants:

• • All new and existing devices—whether already certified or still in the approval process—must not support FDD Band 2 (1880–1920 MHz).
• • Renewal applications cannot include FDD operation in this band; such requests will be declined.
• • The entire 1880–1920 MHz range is restricted to TDD systems only, with no regulatory exceptions.
• • ANATEL noted that no companies currently operate in the former L-Band (1895–1900 MHz / 1975–1980 MHz), removing the need to maintain certifications for products designed for those frequencies.

Manufacturers should review device specifications and remove FDD Band 2 support to avoid delays and ensure full compliance with current ANATEL requirements.
