Major Updates to RF Requirements and Test Procedures in Brazil

On October 8, 2025, ANATEL released Act No. 14158, introducing extensive updates to Brazil’s RF technical requirements (Act 14448/2017) and test procedures (Act 237/2022). The new rules become mandatory on April 6, 2026. Until then, manufacturers may continue using the current frameworkβ€”but early alignment with the updated requirements is strongly recommended, as laboratories transition to the new methodology.

Key Regulatory Updates

  • New Definition for Vehicle Radar Systems
    ANATEL has added a formal definition for β€œvehicle radar system,” covering radars installed on land and aquatic transport platforms (cars, trucks, motorcycles, trains, tractors, boats, ships). This clarifies the scope of radar-focused compliance evaluations.
  • Wireless Audio Systems (54–608 MHz)
    New criteria define limits and test conditions for digital multichannel microphones and professional audio equipment, referencing ETSI EN 300 422-1. This provides clearer compliance pathways for PMSE and wireless audio devices marketed in Brazil.
  • Radar Rules for 76–81 GHz & Airport Use
    ANATEL now explicitly permits radar operation in airport environments and on-ground aircraft, while maintaining existing limits for vehicle radars in the 76–81 GHz band.
  • New 116–246 GHz Frequency Section
    A new section defines technical limits for mmWave/EHF systems operating between 116–246 GHz, including:
    – EIRP limits up to 43 dBm (82–85 dBm for fixed outdoor P2P links)
    – RBW = 100 kHz for measurements
    – Spurious emission ceiling of ≀ 90 pW/cmΒ² above 40 GHz
    – Prohibition of use on aircraft or satellites
    This opens opportunities for high-capacity backhaul and advanced fixed-link deployments above 100 GHz.
  • Major Revisions to 5 GHz Wi-Fi Bands
    ANATEL has restructured 5 GHz technical limits and introduced new sub-items covering APs, client devices, and fixed P2P links. Key changes include:
    – Conducted power limits replacing EIRP in key sections
    – Bandwidth-dependent formulas (11 dBm + 10 log B) for 5.250–5.350 MHz and 5.470–5.725 MHz
    – Vertical radiation restrictions for outdoor APs in 5.150–5.250 MHz
    – Revised spurious emission rules (20 dB/30 dB attenuation depending on method)
    – Increased TPC dynamic range requirement (6 dB minimum)
  • Updated Rules for 57–71 GHz Devices
    Expanded provisions now address the full 57–71 GHz range with modernized limits for Field Disturbance Sensors and other mmWave devices. Highlights include:
    – FDS limits: ≀ –10 dBm conducted / ≀ 10 dBm peak EIRP
    – Alternative high-power allowances with duty-cycle constraints
    – Mean EIRP up to 40 dBm for other 60 GHz systems
    – Strict exposure limits above 40 GHz and updated aircraft restrictions
    These changes bring Brazil’s 60–70 GHz rules closer to international standards.
  • Updated Test Procedures for 6 GHz Wi-Fi (Wi-Fi 6E/7)
    Act 14158 revises Articles 15–15.3 of Act 237/2022 to align with FCC test principles, including references to:
    – FCC KDB 789033 D02 (6 GHz methodology)
    – FCC KDB 987594 D02 (CBP validation)
    The V2X band (5.850–5.925 GHz) remains restricted, and measurement bandwidths are standardized across both Acts.
  • These extensive revisions mark one of ANATEL’s most significant updates in recent years and will impact Wi-Fi, radar, mmWave, audio, and sensing technologies across the Brazilian market.
