Malaysia Issues New Certification & Labelling Guideline for Battery Energy Storage Products
The Ministry of Investment, Trade and Industry (MITI) and SIRIM have jointly released a new
Guideline for Certification and Labelling of Battery Energy Storage Products.
This framework expands regulatory oversight across a wide range of lithium, lead-acid, and nickel-based battery systems to strengthen safety, traceability, and market compliance in Malaysia.
Scope of Products Covered
Lithium-Based Batteries
- • Lithium-ion batteries for consumer electronics, mobile devices, and portable battery packs.
- • UPS systems and emergency backup batteries (safety requirements aligned with relevant standards).
- • Battery Energy Storage Systems (BESS) for stationary applications such as utility switching and emergency power.
- • Light Electric Vehicle (LEV) batteries used in e-bikes, scooters, and mobility devices.
- • Lithium batteries for Electric Vehicles (EVs), including cars, buses, trucks, and fleet applications.
- • Secondary lithium systems for portable sealed cells used in general consumer and industrial applications.
Lead-Acid Batteries
- • Stationary vented and valve-regulated lead-acid systems for UPS rooms, backup power, and fixed installations.
- • Starter batteries for passenger cars, motorcycles, commercial vehicles, and industrial equipment.
Nickel-Based Batteries
- • Nickel-based portable sealed cells and battery packs.
- • General-use nickel batteries for cameras, cordless phones, power tools, and mobile equipment.
Certification Process
- • Certification will follow System 5 and System 1B schemes.
- • Products must undergo full conformity assessment, including testing, surveillance, and factory inspection (System 5) or batch testing (System 1B).
Security Labelling Requirement
Approved battery products must carry the designated security label issued by SIRIM/MITI to verify authenticity and ensure market traceability.
