Mozambique Overhauls Radiocommunications Framework to Drive Digital Innovation

The Government of Mozambique has approved significant amendments to its Radiocommunications Regulation (Decree No. 75/2018), bringing the nation’s spectrum management policy into alignment with the overarching Telecommunications Law No. 4/2016.

Adopted by the Council of Ministers, these updates modernize how radio frequencies are utilized across the country. The primary goal is to harmonize Mozambique’s wireless standards with the Southern African Development Community (SADC) and international ITU benchmarks, ensuring the country remains competitive in the global digital economy.

Expanding Service Horizons and Flexibility

The revised decree significantly broadens the legal scope of authorized radiocommunication services to include:

• • Advanced Satellite & Space: New provisions for scientific and experimental space services.
• • Broadcasting & Mobility: Enhanced frameworks for fixed, mobile, and digital broadcasting platforms.
• • Future-Proofing: Increased flexibility to integrate emerging technologies as defined by the latest ITU cycles.

Key Regulatory and Operational Changes

• • Dynamic Spectrum Planning: The National Frequency Allocation Plan (PNAF) will now undergo a mandatory review every two years to keep pace with rapid market shifts.
• • Enhanced Transparency: All major spectrum amendments will now require public consultation, allowing industry stakeholders to provide input before new rules are finalized.
• • Licensee Protection: The Regulatory Authority (INCM) can now reallocate spectrum based on technical needs, but must provide affected operators with a minimum 90-day notice and clear transition support.

Call for Industry Engagement

While the new decree is already in effect to improve administrative efficiency, the INCM is maintaining an open dialogue with the private sector. Stakeholders are encouraged to submit feedback on related regulatory instruments to the INCM headquarters or via email, with the current consultation window remaining open until October 17, 2025.
