Albania Updates Framework for License-Exempt Radio Frequencies and Equipment Compliance

The Electronic Communications Agency (AKEP) of Albania has adopted a new regulatory framework regarding the use of radio frequencies that no longer require a formal individual usage permit. This decision, finalized in March 2025, modernizes the nation's spectrum management to support the rapid growth of wireless technologies and consumer electronics.

This update is specifically designed to harmonize Albania’s technical standards with the European Conference of Postal and Telecommunications (CEPT) and other international agreements. By expanding the list of license-exempt frequencies, Albania aims to reduce administrative barriers for manufacturers and end-users alike.

Key Changes to the Radio Frequency Rulebook

The new regulation replaces the previous framework from December 2021 and introduces several critical updates for the industry:

• • Expanded License-Exempt Frequencies: The updated annex identifies specific bands for Short Range Devices (SRDs), Wi-Fi, and Bluetooth that can be operated without a dedicated frequency license.
• • Standardization Alignment: All technical requirements for radio equipment have been unified with EU Radio Equipment Directive (RED) standards, facilitating easier market entry for CE-marked products.
• • Updated Compliance Thresholds: Revised limits for power levels and spurious emissions to prevent interference between unlicensed consumer devices and primary telecommunications services.

Impact on Manufacturers and Importers

• • No In-Country Testing: Following the alignment with EU standards, Albania generally recognizes technical reports from recognized European laboratories, eliminating the need for redundant local testing for radio products.
• • Mandatory Conformity Assessment: Despite the permit-free status for usage, radio and electronic products must still undergo a national conformity assessment to verify adherence to EMC and Safety (LVD) requirements.
• • Simplified Documentation: Manufacturers can now leverage standardized English-language applications for technical acceptance, significantly shortening the time-to-market.

Streamlined Transition for Existing Devices

AKEP has established a transition period for equipment certified under the previous 2021 regulation. However, all new products placed on the market must now comply with the updated technical specifications. Stakeholders are encouraged to consult the General Directorate of Standardization (DPS) for specific implementation dates and updated labeling requirements for devices utilizing these newly exempt frequency bands.
