South Korea RRA Modernizes Maritime Radio Technical Standards

The National Radio Research Agency (RRA) has issued a significant draft amendment to the technical requirements governing maritime radio equipment. This regulatory shift is designed to enhance maritime safety and synchronize South Korea's domestic radio laws with the latest ITU Radio Regulations and the Global Maritime Distress and Safety System (GMDSS) modernization plan.

The revisions target a wide array of shipborne communication tools, ensuring that hardware manufacturers and vessel operators are equipped with technologies that provide more reliable distress alerting and location tracking in Korean waters and beyond.

Key Objectives of the Amendment

The RRA proposal (Document 25_09146) focuses on three primary pillars of maritime communication:

Technical Impact on Radio Equipment

Implications for Manufacturers & Market Access

Manufacturers planning to place maritime radio products on the Korean market must prepare for updated KC Certification procedures. While existing equipment may benefit from transitional measures, new certifications will likely require testing against revised spurious emission limits and frequency stability standards.

The RRA is currently soliciting feedback on the draft, with a finalized adoption date expected in the second half of 2025. Stakeholders are encouraged to audit their current product specifications against the ITU-R M.493-16 and M.1371-5 recommendations, which serve as the foundation for these new domestic requirements.
