Indonesia Implements Definitive Guide for Mandatory Telecom Certification

On November 7, 2025, the Indonesian Directorate General of Digital Infrastructure (DJID) under the Ministry of Communication and Digital (KOMDIGI) issued Ministerial Decree No. 469/2025. This landmark regulation provides the much-anticipated list of products that must adhere to national technical standards, serving as an essential compliance roadmap for manufacturers and importers.

The decree introduces a comprehensive list of 187 Harmonized System (HS) codes. Key categories subject to mandatory certification include cellular devices (LTE/5G), network infrastructure like routers and modems, short-range devices (Bluetooth/SRD), and broadcasting equipment. Notably, the regulation establishes a "Function over Listing" enforcement rule: any device with wireless or telecommunications features—such as Wi-Fi, Bluetooth, or NFC—is required to be certified even if its primary function is non-telecom or it is not explicitly listed in the appendix. Conversely, listed products devoid of any wireless features may be eligible for exemption.

Effective since December 7, 2025, this decree also impacts the customs clearance process. Importers must now provide additional technical specifications through the CEISA 4.0 customs portal to assist authorities in identifying certification requirements. Failure to comply with these updated standards may result in significant import delays, product detentions at the border, or administrative sanctions.
