Indonesia’s Directorate General of Digital Infrastructure (DJID)—formerly SDPPI, under the newly restructured Ministry of Communication and Digital Affairs (Komdigi)—has officially overhauled the technical standards governing cellular hardware. The signing of Ministerial Decree No. 569/2025 directly supersedes the previous framework established under KM No. 352/2024. This policy update is intended to refine emission limits, optimize frequency stability, and broaden the overall deployment scope for high-speed mobile connectivity across the archipelago.
The updated technical regulation introduces several critical network parameter expansions. Most notably, it incorporates official 4G LTE and 5G NR standards for the 2.6 GHz spectrum (specifically covering E-UTRA Band 41 and 5G Band n41). The scope has also been widened to include updated emission requirements for the 850 MHz band (Band 5/n5) and to establish formal technical standards for 5G signal repeaters. Furthermore, manufacturers must note that existing domestic content obligations (TKDN)—requiring a minimum of 35% local content for subscriber devices and 40% for base stations—remain strictly in effect under the new decree.
For global hardware manufacturers, these adjustments introduce immediate compliance criteria. Equipment that was previously certified under the older framework but intends to utilize or activate the newly supported 2.6 GHz (b41/n41) band must undergo mandatory recertification. Testing protocols aligned with these new rules are active immediately. A strict one-month transitional grace period has been granted, concluding with the official revocation of the legacy KM 352/2024 standard, making adherence to Decree No. 569/2025 mandatory for all subsequent market entries.
