The Telecommunications Regulatory Commission of Sri Lanka (TRCSL) has officially initiated its new digitized Equipment Clearance System (ECS) to manage radio frequency and telecommunications hardware imports. While this system aims to streamline border controls and tracking, its initial rollout has altered standard procedures for hardware vendors and local distributors. Notably, the legacy paper-based pathways are being phased out in favor of this integrated electronic filing structure.
A primary operational constraint under the initial launch is that the new ECS online portal currently does not feature a dedicated module or submission framework for Type Approval Exemption Letters. Because of this architectural omission, TRCSL has temporarily placed all new applications for exemption certificates on hold. The regulatory authority is currently reviewing how to integrate these specific filings into the system, and stakeholders are awaiting further technical guidance or system patches before regular exemption processing can resume.
Despite the administrative pause on formal certificates, manufacturers and importers can maintain supply chain continuity by adapting their import strategy. Because Type Approval Exemption Letters are an optional, supplementary compliance document rather than a strict legal barrier, shipments of exempted electronic categories can continue to move forward. To prevent border delays, domestic importers must be ready to upload technical specifications, datasheets, and valid laboratory test reports directly into the ECS portal or submit them manually during the standard import permit validation and customs clearance stages.
