This update establishes dedicated domestic parameters for advanced airborne telecommunication infrastructures.
The primary focus of this revision is the formal standardization of radio equipment operating within High Altitude Platform Stations (HAPS) and HAPS Mobile Telecommunications (IMT) Base Stations, legally defined as HIBS hardware. These systems, which utilize unmanned aircraft or balloons in the stratosphere to act as floating cellular towers, require strict spectral alignment to prevent interference with existing terrestrial and satellite networks. The new provisions dictate precise operational parameters, frequency tolerances, and emission limits specifically tailored to these high-altitude transmitters.
Following an international notification and review period, the revised ordinances officially entered into force on April 3, 2026. Hardware developers and telecommunication operators looking to deploy HAPS or HIBS solutions in the Japanese market must ensure that all airborne radio equipment conforms to these newly finalized Technical Standards Conformity Certification rules. Legacy system layouts must be updated to match the specific ministerial public notices published in the Official Government Gazette (Kampo).
