Innovation, Science and Economic Development Canada (ISED) has officially released Radio Standards Specification RSS-252, Issue 3, updating the technical and compliance requirements for Intelligent Transportation Systems (ITS) On-Board Units (OBUs). This regulatory standard replaces Issue 2 and targets licence-exempt Cellular Vehicle-to-Everything (C-V2X) radio apparatuses operating within the 5895β5925 MHz frequency spectrum. The modernization of this framework ensures tighter integration with evolving vehicle-to-vehicle (V2V) and vehicle-to-infrastructure (V2I) communication safety applications.
Issue 3 introduces several critical technical refinements aimed at managing spectral density and minimizing signal interference. Key adjustments include the implementation of a brand-new section dedicated explicitly to channel allocation parameters, alongside much strict clarification surrounding maximum transmitter power thresholds. Additionally, the compliance text completely revises the unwanted emission limits for out-of-band frequencies and references the latest ANSI/USEMCSC C63.26 normative standards for compliance testing. Equipment certified under this standard remains designated as Category I, requiring an official technical acceptance certificate (TAC) issued by ISED or a recognized Certification Body (CB).
Following its publication, ISED has established a definitive six-month transitional timeline for manufacturers. While applications under both the legacy Issue 2 and the newly introduced Issue 3 will be accepted during this parallel phase, the grace period officially concludes on June 12, 2026. After this mandatory enforcement date, all new hardware manufactured, imported, or distributed within the Canadian marketplace must strictly conform to the technical benchmarks of Issue 3 to secure legal market entry.
