Nicaragua Restructures Regulatory Framework with New TELCOR Homologation Regulations

The Nicaraguan Institute of Telecommunications and Postal Services (TELCOR) has officially enacted Acuerdo Administrativo N° 004-2025, formalizing a new set of regulations for the Homologation of Telecommunications Equipment. Published and entering into force on November 18, 2025, this administrative milestone works alongside Acuerdo N° 005-2025—which establishes a mandatory No Objection Certificate (NOC) system for customs clearance—to complete the implementation of the nation's comprehensive General Telecommunications Convergence Law (Law No. 1223).

While the text outlines a significantly stricter compliance architecture overall, TELCOR has confirmed that the underlying baseline documentation requirements for standard applications remain consistent. Type approval certificates continue to maintain an indefinite duration of validity, provided no subsequent hardware alterations are made. Applications can still be supported using recognized international test standards, such as those from the FCC or the European Union, meaning that expensive in-country product testing is not required for standard technical evaluation.

However, manufacturers must adapt to several strict operational limitations detailed within the text of the decree. Most notably, the updated regulation prohibits "family" or "series" certification schemes; every individual device model must undergo an independent technical review to secure its own unique registration number. Additionally, any modified product version that impacts electromagnetic compatibility (EMC) or radio frequency (RF) interoperability will trigger a mandatory recertification requirement. Original equipment manufacturers (OEMs) should carefully audit active product line-ups to ensure compliance with these individual reporting structures before coordinating imports.
