Vietnam’s Ministry of Information and Communications (MIC) has officially introduced Circular No. 13/2024/TT-BTTTT, establishing the updated National Technical Regulation QCVN 100:2024/BTTTT for Electromagnetic Compatibility (EMC) concerning Land Mobile Radio and Terrestrial Radio Trunking Equipment. This revised regulation repeals the previous standard, QCVN 100:2015/BTTTT, and introduces modernized test methods and immunity requirements designed to align Vietnam's domestic RF regulatory framework with current international benchmarks, specifically ETSI EN 301 489-5 V2.2.1.
The regulation applies to both local manufacturers and foreign entities importing or distributing land mobile radio products and terrestrial radio trunking devices—such as Ultra High Frequency (UHF) radio equipment—within the Vietnamese market. Under the new technical framework, products must undergo updated EMC testing protocols to ensure proper operation without interfering with existing telecommunications networks or suffering performance degradation from nearby radio frequency emissions
To facilitate a smooth transition for hardware vendors and supply chain partners, the Ministry has established a multi-stage enforcement timeline. While the new regulation officially came into effect on January 1, 2025, manufacturers were granted a grace period lasting through June 30, 2025. During this transitional phase, businesses were permitted to issue declarations of conformity using testing reports based on either the outgoing 2015 standard or the new 2024 technical standard.
Following the conclusion of this grace period on July 1, 2025, full compliance with QCVN 100:2024/BTTTT became strictly mandatory for all covered equipment prior to market entry and distribution in Vietnam. Manufacturers targeting the Vietnamese telecommunications market must ensure that all relevant device portfolios are fully tested and certified through accredited or MIC-designated testing laboratories to retain market access and prevent customs delays or compliance violations.
