EAEU Advances Updates to Technical Regulation TR CU 020/2011 for Electromagnetic Compatibility

The Eurasian Economic Commission (EEC) notified the World Trade Organization under document reference 24_04954 regarding proposed updates to the Eurasian Economic Union’s technical regulatory framework governing electromagnetic compatibility. The notification details planned amendments to Technical Regulation TR CU 020/2011, which dictates mandatory EMC compliance, testing protocols, and certification criteria for technical devices placed on the market across EAEU member states, including Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan.

The proposed amendments focus on modernizing the reference standards list to reflect updated international and regional technical benchmarks, including revised GOST and CISPR standards for immunity and emissions testing. Key updates incorporate modern measurement procedures for multimedia equipment, such as GOST CISPR 35-2019, while refining testing methodologies for household appliances, power tools, and industrial electrical equipment. These structural updates aim to eliminate regional trade barriers, clarify conformity assessment procedures, and harmonize EAEU electromagnetic safety benchmarks with global standards.

To facilitate compliance transitions for manufacturers, importers, and accredited testing laboratories, the Commission has established a phased implementation schedule. The updated technical regulations and standards lists include a designated transitional window through mid-2025, allowing businesses to issue EAC Declarations and Certificates of Conformity under legacy or updated testing protocols. Following the conclusion of this grace period, all technical devices imported or produced within the EAEU single market must fully align with the updated standards to retain market access and display the mandatory EAC conformity mark.
