Haiti CONATEL Reaffirms Mandatory Type Approval Directives for Telecommunications and IT Products

Haiti’s Council National des Télécommunications (CONATEL) issued an official regulatory circular reminding original equipment manufacturers, test laboratories, and international certification agencies of strict compliance obligations under domestic telecommunications law. The authority reiterated that all information technology equipment, cellular devices, and radio frequency hardware must secure explicit CONATEL type approval certification prior to being imported, marketed, or distributed within Haiti. The enforcement notice aims to curb the influx of uncertified wireless equipment, protect national spectrum integrity, and ensure imported electronics meet fundamental electromagnetic compatibility and safety benchmarks.

CONATEL’s type approval process leverages international compliance standards while requiring strict administrative oversight. The regulatory body accepts technical construction files based on U.S. Federal Communications Commission (FCC) grants or European Union Radio Equipment Directive (RED) test reports issued by ISO/IEC 17025 accredited laboratories. However, manufacturers must fulfill mandatory in-country evaluation requirements, which involve submitting physical product samples for local inspection and review. While local representative representation is not required and specific physical labeling rules are currently omitted, certificates granted by CONATEL maintain long-term validity.

To prevent customs detentions, confiscation of unapproved shipments, or administrative penalties at border entry points, hardware vendors must route technical submissions exclusively through recognized certification channels. Importers and global compliance teams are urged to verify that product documentation, radio frequency test reports, and sample shipments are fully validated before initiating commercial shipments to Haiti.
