Vietnam’s Ministry of Information and Communications (MIC) officially finalized its regulatory framework governing Human Exposure to Radio Frequency (RF) Electromagnetic Fields by issuing Circular 19/2024/TT-BTTTT. The circular officially enacts QCVN 134:2024/BTTTT, the national technical regulation setting maximum Specific Absorption Rate (SAR) limits for handheld and body-worn wireless devices. Expanding upon the original draft parameters, the technical standard establishes a maximum head and torso SAR threshold of 2.0 W/kg averaged over 10 grams of tissue, aligning Vietnam’s domestic exposure guidelines directly with international ICNIRP recommendations and European compliance benchmarks. The regulation applies to wireless equipment operating with output power exceeding 20 mW used within 200 mm of the human body, encompassing 4G/5G mobile phones, DECT handsets, laptops, and tablet PCs.
The finalized regulation introduces a phased enforcement timeline to allow manufacturers sufficient transition time for testing and technical adaptation. Voluntary testing, Type Approval certification, and Declaration of Conformity (SDoC) filings under QCVN 134:2024/BTTTT commenced on February 15, 2025. Full mandatory compliance for all 4G and 5G terrestrial mobile phones takes effect on July 1, 2026, after which uncertified cellular handsets cannot be legally distributed or imported into Vietnam. For other portable computing devices—including laptops, tablets, and DECT cordless phones—mandatory SAR compliance and local testing requirements become enforceable on July 1, 2027. Manufacturers and importers placing portable RF equipment on the Vietnamese market must ensure test reports from accredited laboratories are prepared ahead of these enforcement cutoffs to avoid market access delays.
