Haiti Reissues Mandatory Type Approval Reminder for Telecom and IT Products

Haiti’s Conseil National des Télécommunications (CONATEL) issued an official circular to equipment manufacturers, importers, testing laboratories, and certification bodies, reiterating mandatory regulatory obligations for telecommunications, information technology, and radio frequency products. Under national telecommunications regulations and CONATEL administrative directives, all wireless and terminal equipment intended for import, sale, or commercial deployment within the Republic of Haiti must obtain explicit Type Approval certification from the regulator prior to entering the domestic market.

The regulatory reminder addresses observed market non-compliance, particularly concerning unapproved short-range radio equipment, cellular terminals, and satellite communication hardware entering local supply chains. Under CONATEL’s established homologation framework, device approvals rely on the evaluation of technical construction files, Declarations of Conformity (DoC), and accredited test reports demonstrating alignment with internationally recognized technical parameters, such as U.S. Federal Communications Commission (FCC) standards or European Union RED directives. Because CONATEL requires a registered local representative or authorized local entity to manage homologation filings, foreign manufacturers must ensure their supply chain partners hold active local agent credentials to avoid customs detentions, import rejections, or administrative penalties at Haitian ports of entry.
