Paraguay Advances 5G Deployments with Updates to the National Frequency Framework

The Comisión Nacional de Telecomunicaciones (CONATEL) of Paraguay executed significant structural updates to its National Frequency Allocation Plan (PNAF) under Directory Resolution No. 1752/2024. The revision designated the 3300–3700 MHz spectrum range into eight dedicated 50 MHz TDD channels—designated as Sub-bands A through H—while modifying National Note PRG-71 to reallocate 3300–3400 MHz to mobile services on a primary basis. Under this updated framework, legacy fixed services in the 3400–3700 MHz band and fixed satellite services in the 3600–3700 MHz range are subject to phased transition deadlines to make way for International Mobile Telecommunications (IMT). By aligning国内 spectrum usage with Mercosur and ITU-R Region 2 standards, CONATEL established the technical baseline necessary to support national 5G spectrum auctions and network rollouts.

Expanding upon this foundational re-allocation, CONATEL subsequently enacted Resolution No. 3339/2025, extending 5G NR service allocations directly into the adjacent 3700–3800 MHz band to meet growing broadband capacity requirements. Further refining its regulatory apparatus under Resolution Directorio No. 1232/2026, the agency officially updated and renamed the framework to the Plan Nacional de Frecuencias (PNF) to ensure long-term harmony with World Radiocommunication Conference (WRC) obligations.

These updates directly influence equipment homologation and market access parameters for original equipment manufacturers (OEMs). Terminal hardware, including 5G base stations, cellular routers, and mobile devices, must obtain mandatory CONATEL Type Approval prior to commercial importation or distribution in Paraguay. Compliance documentation must prove adherence to CONATEL’s technical standards and confirm co-existence controls across the expanded 3300–3800 MHz operational band to prevent inter-service interference as operators launch commercial 5G services nationwide.
