China Mandates CCC Certification for Electric Bicycle Batteries and Chargers Under Updated Safety Framework

China’s State Administration for Market Regulation (SAMR) and the National Certification and Accreditation Administration (CNCA) enacted mandatory China Compulsory Certification (CCC) requirements for lithium-ion batteries and chargers used in electric bicycles. Major certification bodies, including the China Quality Certification Center (CQC) and the China Certification Centre for Automotive Products (CCAP), updated their implementation rules (CQC-C1121-2024 and CQC-C1122-2024). Beginning November 1, 2025, all lithium-ion battery cells, battery packs, and standalone e-bike chargers manufactured, imported, or sold within mainland China must hold valid CCC certification and display the official CCC mark.

The expanded certification framework aligns with technical specifications detailed in GB 43854 (mandatory safety requirements for e-bike lithium-ion batteries) and GB 42296 (safety requirements for e-bike chargers), alongside the overarching vehicle standard GB 17761. Beyond foundational electrical and thermal runoff testing, the regulations establish a "One vehicle, one battery, one charger, one code" traceability system, requiring a permanently assigned unique identifier code across components to enable digital lifecycle tracking. The standard also enforces anti-tampering design controls, such as mutual recognition handshake protocols between the battery and charger to prevent unapproved component matching, alongside explicit safe-service-life labeling on battery packs. Manufacturers and importers targeting China's e-mobility market must complete factory audits and component certification ahead of the November 2025 deadline to avoid commercial sales bans.
