India TEC Extends MTCTE Parameter Exemptions and ILAC Test Report Acceptance Through Mid-2026

India’s Telecommunication Engineering Centre (TEC), operating under the Department of Telecommunications (DoT), has issued updated regulatory notifications under the Mandatory Testing and Certification of Telecom Equipment (MTCTE) framework. Building on previous phased implementation deadlines, the TEC officially extended generic test report exemptions for specific technical parameters and interfaces across multiple Essential Requirements (ERs). Valid through June 30, 2026, these exemptions apply to products such as optical fiber cables, point-to-point microwave systems, high-frequency radio systems, and satellite communication terminals (including GSO and NGSO terminals), allowing applicants to upload the official TEC exemption notification on the MTCTE portal in lieu of detailed technical test reports.

Simultaneously, the TEC extended the conditional acceptance of foreign test reports issued by International Laboratory Accreditation Cooperation (ILAC) accredited laboratories through June 30, 2026. This relaxation applies specifically to technical parameter evaluations for designated Phase 3, 4, and 5 product categories—including 5G NR base stations, SIM variants, VHF/UHF radio systems, smart electricity meters, and E-band fixed radio relay systems provided the testing laboratories reside in non-border-sharing countries and the test reports carry the ILAC MRA mark with an issuance date no older than two years. By extending both parameter exemptions and foreign lab report acceptance, Indian regulators aim to alleviate domestic testing facility bottlenecks and prevent supply chain delays for telecom infrastructure deployments, while giving global original equipment manufacturers (OEMs) additional runway to transition toward permanent local testing compliance.
