South Korea Enacts National Standard Based on ISO/IEC 5259 AI Data Quality Framework

South Korea’s Ministry of Science and ICT (MSIT), in coordination with the Korean Agency for Technology and Standards (KATS), officially incorporated ISO/IEC 5259-1 into the Korean Industrial Standards (KS) catalog as KS X ISO/IEC 5259-1. Developed under South Korean technical leadership within the joint ISO/IEC JTC 1/SC 42 committee, the standard establishes an internationally harmonized framework for evaluating, managing, and governing data quality across artificial intelligence (AI) and machine learning (ML) development lifecycles.

The framework defines unified terminology, data governance metrics, and structural quality assessment methodologies for data used to train, fine-tune, and validate AI models. By standardizing criteria for dataset accuracy, completeness, bias mitigation, and lineage tracking, the regulation provides technology developers, testing laboratories, and enterprise users with a concrete benchmark to verify AI model reliability and safety.

The adoption of KS X ISO/IEC 5259-1 aligns with South Korea's broader national AI governance initiatives and supporting legislation, including data quality verification protocols under the Framework Act on National Information Initiatives. By establishing a formalized national standard, South Korean regulators aim to facilitate smooth cross-border AI deployment, ensure compliance with emerging global AI safety standards, and provide hardware and software developers with standardized testing criteria for enterprise AI integration and export compliance.
