Vietnam’s Ministry of Information and Communications (MIC) officially finalized Circular 19/2024/TT-BTTTT, promulgating standard QCVN 134:2024/BTTTT as the national technical regulation on Specific Absorption Rate (SAR) for handheld and body-worn wireless devices. Following initial public consultations, the MIC expanded the technical regulation beyond cellular mobile phones to encompass a wider array of portable hardware, including DECT phones, laptops, and tablets operating with transmit power exceeding 20 mW in close proximity (within 200 mm) to the human body. The framework establishes explicit health protection limits aligned with ICNIRP international guidelines, mandating a maximum SAR threshold of 2.0 W/kg averaged over 10 grams of tissue for the head and trunk, and 4.0 W/kg over 10 grams of tissue for the limbs across the 30 MHz to 6 GHz frequency spectrum.
The technical directive introduces a phased enforcement schedule to manage testing facility readiness and regulatory integration across domestic and foreign supply chains. While voluntary testing and declarations of conformity became available in early 2025, mandatory compliance under QCVN 134:2024/BTTTT takes effect on July 1, 2026, for all 4G and 5G mobile phones. The enforcement timeline then extends to cover all other designated portable electronics—including laptops, tablets, and DECT devices—starting July 1, 2027. Original equipment manufacturers (OEMs) and local importers must account for these compliance milestones by securing local SAR test reports and integrating QCVN 134 criteria into their mandatory Type Approval and Declaration of Conformity (SDoC) submissions ahead of the respective market access cutoffs.
