Serbia’s Regulatory Authority for Electronic Communications and Postal Services (RATEL) finalized and implemented a comprehensive legal framework governing electronic communication network (ECN) interface specifications at network termination points (NTP). Officially published in the Official Gazette of RS No. 50/2024, the Rulebook mandates public electronic communication network operators to document, publish, and maintain clear technical interface descriptions across physical, data link, and protocol layers. By requiring operators to disclose structural parameters alongside precise geographical and logical details of network termination points, RATEL aims to prevent proprietary network lock-ins, promote fair market competition, and ensure seamless equipment interoperability across national telecommunications infrastructure.
The regulatory directive introduces direct operational requirements for telecommunications operators, terminal equipment manufacturers, and importers supplying the Serbian market. Under the Rulebook, network operators are obligated to make their technical interface specifications publicly accessible well in advance of commercial service launches or network modifications. This transparent lead time enables hardware manufacturers and importers to design, test, and verify terminal equipment compatibility prior to market entry. Consequently, end-user terminal hardware—such as modems, routers, and PBX systems—must maintain strict technical alignment with published NTP parameters to achieve regulatory compliance and avoid network disruption upon connection to public electronic communication networks.
