Taiwan Proposes Revised Inspection and Standards Requirements for Electrical and Electronic Commodities

Taiwan’s Bureau of Standards, Metrology and Inspection (BSMI), operating under the Ministry of Economic Affairs, notified the World Trade Organization under reference 24_05182_00_x regarding proposed amendments to technical regulations and conformity assessment procedures for specified electrical and electronic equipment. The notification outlines updated inspection schemes, refined testing requirements, and revised reference safety and electromagnetic compatibility (EMC) standards to align Taiwan’s domestic regulatory framework with modern Chinese National Standards (CNS) and international technical benchmarks.

The updated measure applies to a broad range of consumer, commercial, and industrial electronics imported into or manufactured within Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei). Under the proposed framework, affected product categories must undergo updated conformity evaluation under either the Registration of Product Certification (RPC) scheme or the Type-Approved Batch-by-Batch Inspection (TABI) scheme. Key technical updates involve harmonizing testing protocols with updated CNS standards governing safety, electromagnetic interference, and chemical substance restrictions, ensuring that electronic devices meet stringent operational reliability and environmental protection requirements prior to commercial release.

To provide supply chains and testing laboratories sufficient time to adapt to the new testing protocols, the BSMI established a clear implementation roadmap and transition phase for compliance certificates. Manufacturers holding valid RPC or TABI approvals issued under outgoing standards are granted a transitional window to update their technical documentation and test reports through accredited local or recognized designated testing laboratories. Upon full enforcement of the revised regulation, all covered electrical and electronic commodities must comply with the updated CNS standards and carry the official BSMI Commodity Inspection Mark to maintain market access across Taiwan.
