The Communications Regulatory Authority (CRA) of Qatar officially mandated the nationwide discontinuation of all third-generation (3G) mobile telecommunications services, establishing a firm completion deadline of December 31, 2025. Following extensive consultations with industry stakeholders, the regulatory body ordered Qatar's two primary mobile network operators—Ooredoo Qatar and Vodafone Qatar—to phase out legacy 3G infrastructure. This strategic sunset allows operators to reallocate valuable radio spectrum resources toward expanding and enhancing high-speed Fourth Generation (4G/LTE) and Fifth Generation (5G) network capacity, directly supporting the technological targets outlined in the Third National Development Strategy 2024–2030 and Qatar National Vision 2030.
Alongside the network decommissioning roadmap, the CRA enacted immediate import restrictions on legacy mobile devices to prevent the influx of obsolete hardware into the domestic market. Under the revised enforcement policy, the authority instituted a strict ban on the commercial importation of mobile handsets that rely exclusively on legacy 2G or 3G connectivity. Hardware vendors, importers, and original equipment manufacturers seeking market entry in Qatar must ensure that all handheld devices support 4G and Voice over LTE (VoLTE) capabilities, meeting mandatory technical standards and securing official CRA type approval prior to customs clearance and commercial distribution.
The 3G phase-out directly impacts device manufacturers, enterprise IoT solution providers, and equipment integrators operating across Qatar. Businesses utilizing 3G-reliant hardware—including legacy point-of-sale terminals, telemetry modems, and machine-to-machine (M2M) units—must transition their device fleets to 4G/5G-compatible modules featuring VoLTE support to avoid complete loss of voice, SMS, and data connectivity once the sunset concludes. Both Ooredoo and Vodafone continue to guide corporate and consumer subscribers through device migration plans, while the CRA enforces strict compliance audits to ensure seamless spectrum refarming without disrupting critical national telecommunications infrastructure.
