Vietnam Updates Energy Efficiency Testing Mandates for ICT Hardware Under Decision 1725/QD-BCT

Vietnam’s Ministry of Industry and Trade (MOIT) published Decision No. 1725/QD-BCT, issuing an updated master list of energy-efficient products subject to mandatory energy performance testing and high-efficiency labeling. Replacing legacy regulation Appendix 3 of Decision No. 1182/QD-BCT, the updated framework refreshes energy efficiency testing standards across primary information and communications technology (ICT) categories, including desktop computers, laptops, computer monitors, printers, photocopiers, and household appliances.

Because many designated ICT hardware categories overlap with telecommunication equipment regulated by the Ministry of Information and Communications (MIC) under Circular 02/2024/TT-BTTTT, importers and original equipment manufacturers must navigate a dual-regulatory compliance framework. Products entering Vietnam must fulfill MIC Type Approval and Declaration of Conformity (SDoC) rules while simultaneously securing MOIT Minimum Energy Performance Standards (MEPS) test reports from accredited laboratories. Ensuring full compliance across both spectrum and energy efficiency domains is mandatory prior to customs clearance and commercial sales in Vietnam.
