Paraguay CONATEL Updates Frequency Allocations to Accelerate Mobile Broadband Deployments

The ComisiΓ³n Nacional de Telecomunicaciones (CONATEL) of Paraguay executed major modifications to the National Frequency Allocation Plan (PNAF) under Directory Resolution No. 1752/2024. Modifying National Note PRG-71 and eliminating National Note PRG-75, the resolution formally reallocated the 3300–3400 MHz spectrum block to mobile services on a primary basis, while initiating a phased migration of legacy fixed services out of the 3400–3700 MHz band. The overall 3300–3700 MHz spectrum range was structured into eight 50 MHz sub-bands (Sub-bands A through H) to accommodate International Mobile Telecommunications (IMT), cellular networks, and high-speed wireless broadband.

Building on this structural reconfiguration, CONATEL subsequently enacted Resolution No. 3339/2025 and updated the framework to the Plan Nacional de Frecuencias (PNF) under Resolution Directorio No. 1232/2026, extending mobile service allocations into the adjacent 3700–3800 MHz band. Terminal equipment manufacturers, cellular device makers, and network suppliers introducing hardware to the Paraguayan market must ensure product construction files reflect these expanded 3.3–3.8 GHz operating bands. Obtaining mandatory CONATEL Type Approval requires submitting technical test reports verifying co-existence controls and compliance with Paraguay's updated radio frequency parameters.
