The Communications Regulatory Authority (CRA) of Qatar officially issued a regulatory mandate directing national telecommunications operators, including Ooredoo and Vodafone Qatar, to complete the full phase-out of third-generation (3G) mobile networks by December 31, 2025. This strategic spectrum migration allows regulators and network providers to re-farm legacy IMT-2000 frequency bands to optimize the capacity, coverage density, and data throughput of 4G LTE and 5G networks. Aligning with the digital transformation objectives of the Third National Development Strategy 2024β2030 and Qatar National Vision 2030, the shutdown eliminates outdated legacy infrastructure to streamline operator network management and accelerate advanced IoT deployments.
To ensure an orderly market transition and safeguard supply chains against non-compliant hardware, the CRA implemented strict import restrictions banning the importation, sale, and distribution of mobile devices that rely exclusively on legacy 2G or 3G connectivity. Telecommunications equipment, cellular modules, tablets, and smart devices entering Qatar must feature native 4G LTE/5G capabilities and explicit support for Voice over LTE (VoLTE). As cellular operators proceed with regional base station deactivations, VoLTE functionality is mandatory for end-user devices to maintain high-definition voice services and access to emergency calling networks.
These structural regulatory updates directly alter Type Approval workflows managed by the CRAβs Equipment Approval Division. Original equipment manufacturers (OEMs), authorized importers, and local representatives applying for market access in Qatar must submit accredited laboratory test reports verifying compliance with national radio frequency parameters and VoLTE protocol interoperability. CRA Type Approval submissions for legacy 3G-only hardware are no longer accepted, requiring compliance managers to audit current device portfolios and secure updated certificates for all cellular-enabled products prior to commercial importation.
