The Telecommunications Regulatory Authority (TRA) of Oman enacted Decision No. 1152/2/19/2024-12, issuing an overhauled Type Approval regulation for telecommunications and radio frequency equipment that officially replaced legacy Decision No. 59/2015. The updated regulatory framework transitions the Omani equipment homologation regime away from lifetime approvals, capping all newly issued Type Approval certificates at a maximum validity term of four years. Crucially, the four-year limitation applies retroactively to legacy approvals: certificates issued prior to August 2020 are deemed fully expired and invalid, while approvals granted between August 2020 and August 2024 have been assigned a four-year expiration counter calculated from their original issuance date.
In addition to validity limits, the amended regulation establishes formalized mandatory criteria for certificate modifications, requiring authorization holders to submit formal Amendment Requests whenever a manufacturing facility changes location, brand or model designations are updated without altering core device architecture, or non-interfering secondary features are integrated. The TRA also modernized product marking standards by introducing updated physical labeling rules and an electronic labeling (E-label) framework incorporating agency-generated QR codes upon system rollout. Specific operational hardware categories—such as built-in automotive equipment pre-installed in imported vehicles, system interface cards pre-installed in datacenter cabinets, and infrastructure equipment imported directly for public telecommunications operators—are granted explicit exemptions from physical regulatory labeling requirements.
These structural administrative shifts necessitate proactive compliance audits for original equipment manufacturers (OEMs), local importers, and regulatory managers supplying hardware to the Omani market. Certificate holders must track renewal timelines and process extension applications alongside applicable administrative fee payments prior to certificate expiration to prevent customs hold-ups or sales interruptions. Furthermore, all commercial shipments entering Oman continue to require mandatory local representative sponsorship and a valid No Objection Certificate (NOC) / import permit issued through the online Bayan customs portal to maintain market access.
