Oman Advances Ultra-Wideband Regulation to Modernize Spectrum Usage

Oman’s Telecommunications Regulatory Authority (TRA) issued a public consultation on its draft regulation governing Ultra-Wideband (UWB) technology, seeking feedback from industry stakeholders, technology vendors, and international standards bodies. The regulatory initiative was designed to establish a comprehensive legal and technical framework for short-range UWB communications, precision location tracking, and sensing applications across the Sultanate. By formalizing operating conditions for UWB devices, the TRA aimed to maximize radio frequency spectrum efficiency, enable advanced IoT and Industry 4.0 use cases, and align Oman’s spectrum rules with international regulatory models.

A central element of the draft framework is its structural alignment with European Telecommunications Standards Institute (ETSI) technical references, specifically recognizing the ETSI EN 302 065 series of standards for UWB equipment. Industry groups, including the UWB Alliance, formally submitted comments commending the TRA's decision to harmonize technical rules with ETSI standards. Stakeholders urged the authority to ensure legacy references—such as EN 302 500—are fully updated to reflect modern standards like EN 302 065-2 for location tracking systems. This international harmonization creates economies of scale, simplifying global compliance workflows for consumer electronics, automotive digital keys, indoor positioning, and medical sensing hardware entering the Omani market.

The finalization of the UWB framework integrates directly into Oman’s modernized Type Approval regime managed by the TRA. Under updated general equipment rules, original equipment manufacturers (OEMs) and local importers must secure four-year TRA Type Approval certificates for wireless devices incorporating UWB transmitters before commercial distribution. Compliance submission packages must include accredited laboratory test reports demonstrating adherence to recognized ETSI or equivalent radio frequency parameters, alongside valid local importer sponsorship and No Objection Certificates (NOC) cleared through Oman's Bayan online customs system.
