South Korea’s National Radio Research Agency (RRA), operating under the Ministry of Science and ICT (MSIT), submitted a formal World Trade Organization (WTO) notification under the Technical Barriers to Trade (TBT) agreement—reference G/TBT/N/KOR/1238—outlining comprehensive amendments to the "Notice on Conformity Assessment of Broadcasting and Communications Equipment." The regulatory update refines the administrative and technical criteria governing KC (Korea Certification) type approval pathways under the Radio Waves Act. By updating technical specifications, streamlining certification workflows, and clarifying compliance procedures for wireless and electronic hardware, the agency aims to support fast-evolving telecommunications technologies while maintaining rigorous electromagnetic compatibility (EMC) and radio frequency spectrum management across the domestic market.
A core focus of the regulatory revision involves updating technical standards for various classes of wireless and electronic hardware, including short-range devices, low-power data communication systems, and industrial equipment. The amendments adjust testing methodologies and administrative requirements across both the Certification of Conformity (mandatory for high-risk radio equipment) and the Registration of Compatibility paths. Furthermore, the updated framework refines e-labeling parameters, local representative accountability rules, and post-market surveillance mechanisms. To align domestic regulations with international technical developments, South Korea has progressively updated accompanying EMC standards—such as adopting updated KS X 3124 and KS X 3125 test standards—and expanded unlicensed operational limits, including doubled EIRP power allowances for 6 GHz Wi-Fi devices used in indoor environments and public transit infrastructure.
These evolving RRA procedures directly impact original equipment manufacturers (OEMs), local Korean importers, and recognized testing laboratories seeking market authorization in South Korea. Certificates issued under legacy conformity rules remain valid, but hardware modifications or new product entries must undergo evaluation using the updated technical standards and testing protocols. Compliance managers must coordinate closely with accredited local testing facilities and authorized domestic representatives to ensure technical construction files, user documentation in Korean, and KC mark ratings labels comply fully with RRA parameters prior to commercial distribution.
