The Government of the Russian Federation has published Resolution No. 1522 to extend the simplified EAC approval procedure to September 1, 2023. Previously Decree No. 353 was issued March 12th, 2022 by the Government of the Russian Federation stating CoCs and DoCs which carry out testing could be replaced by declarations based on applicant’s evidence under specific conditions until September 1, 2022.

The national accreditation body decides to suspend the validity of the declaration of conformity under certain circumstances.

Non-compliance of documents and information about the declaration of conformity contained in the federal state information system in the field of accreditation with the requirements provided for the set of documents that served as the basis for the adoption of the said declaration of conformity, established by clause 6 of this document.

Discrepancy between the documents submitted by the applicant when declaring electronic images of documents, which served as the basis for the adoption of a declaration of conformity on the basis of paragraph 6 of this document.

Drawing up a declaration of conformity for products for which such a declaration of conformity is not allowed.

The identification by the national accreditation body of the cases specified will carry out all the duties to ensure structural, format-logical and other types of control over the compliance of the information contained in the federal state information system in the field of accreditation with the requirements of the legislation of the Russian Federation and the law of the Eurasian Economic union. Within 3 working days after the decision to suspend the validity of the declaration of conformity, drawn up on the basis of paragraph 6 of this document, enters into the federal state information system in the field of accreditation information about the registration number and the date of registration of the declaration of conformity, the date and registration number of the decision to suspend the declaration of conformity, as well as sends to the applicant who has issued the declaration of conformity, information about the said decision, indicating the grounds for suspending the declaration of conformity and a request for submission to the national accreditation body of additional information and information on the grounds that caused the suspension of the declaration of conformity.

The applicant who has issued a declaration of conformity, within 15 working days from the date of receipt of the request provided for terminates the declaration of conformity and enters information about the decision taken into the federal state information system in the field of accreditation or sends it to the national accreditation body additional information and information provided for in the specified paragraph.

In the event that the national accreditation body detects, based on the results of consideration of the information and information submitted can decide to renew the declaration of conformity within 3 working days from the date of confirmation by the national accreditation body of the fact of elimination of the circumstances that served as the basis for the suspension of the declaration of conformity.

The national accreditation body also makes a decision to recognize the declaration of conformity as invalid in the following cases:

Failure by the applicant, who accepted the declaration of conformity, to provide additional information and information on the grounds that caused the suspension of the declaration of conformity within the time limits provided.

Identification by the national accreditation body, based on the results of consideration of the information and information submitted in accordance with current standards.

The devices will not be released into circulation on the territory of the Russian Federation, including importation, products in accordance with the declaration of conformity during the period of suspension or termination of the declaration of conformity. As well as in the event that the declaration of conformity is declared invalid.
